Over 93% of revenue records in Jammu and Kashmir have been digitized.

Jammu: The Jammu and Kashmir government has achieved 93.39 percent progress in digitization of revenue records, and over 64 lakh such records have been approved across the Union Territory, official data shows.
Officials said that digitization of revenue records is one of the biggest reforms under the Land Records Modernization Program, which aims to ensure transparency, accuracy, and efficiency in land record management.
According to official data, out of a total of 68,59,915 Khasras (revenue records), 64,06,641 Khasras have been approved, while 3,04,549 cases are pending at the maker level, 1,10,587 with checkers, and 38,138 at the approver stage.
The government issued comprehensive guidelines on December 26, 2025, for rectifying errors, entering backlog mutations, conducting public verification, and final freezing of Jamabandis. He said the process is being updated daily through a monitoring system overseen by the Divisional Commissioner and Financial Commissioner (Revenue).

The data states that Ramban, Shopian, and Ganderbal districts have achieved 100% completion, with all Khasras approved and no pendency reported.

In Srinagar, out of 258,221 Khasras, 258,135 have been approved, while only 78 are pending at the maker level and five with the checkers, bringing the completion rate to 99.97%, it said.
The data stated that in Budgam, 99.96 percent progress was achieved with 483,790 out of 483,998 Khasras approved, while in Poonch, 99.95 percent work was completed with 227,932 approved, and 117 cases pending at various stages. In Udhampur, 99.73 percent work was completed with 348,812 approved Khasras and 951 pending with the makers, it stated.
In Kathua, 99.25 percent work was completed with 450,289 approvals, while 3,337 cases were pending at the approval stage.
In Kupwara, 99.13 percent of the work was completed with 541,337 approved land records, while 1,210 cases were pending with makers, 1,595 with checkers, and 1,941 with approvers.

In Samba, 99.06 percent of the work was completed with 270,203 approved land records, and 2,553 cases were pending at various stages.

In Rajouri, 98.79 percent of the work was completed with 320,466 approved land records, while 3,915 cases were still pending. In Baramulla, one of the largest districts in terms of land records, 98.70 percent of the work was completed with 669,193 approved land records, and 8,846 cases were pending at various stages.

Bandipora achieved 98.61 percent progress with 190,592 approved land plots, while Kulgam achieved 98.58 percent work completion with 217,353 approved land plots.

Kishtwar achieved 94.11 percent progress with 173,167 approved land plots and 10,839 pending land plots. Jammu district has the highest number of land plots at 826,563, with 757,434 approved land plots, achieving 91.64 percent work completion, while over 69,000 cases are pending at various stages. Doda achieved 84.58 percent progress with 229,832 approved land plots and 41,897 pending land plots. In Pulwama, 80.54 percent of the work was completed with 371,156 approved land records, while 89,683 cases are pending.
Anantnag recorded 74.65 percent progress with 361,685 approved land records, and over 1.22 lakh cases are pending at various levels.
Reasi recorded the lowest progress at 39.38 percent, with only 57,357 of the 145,645 land records approved, while over 88,000 cases are still pending.
Officials further stated that 5,989 villages have been fully approved, representing 87.87 percent of the total, while complaint collection has begun in 3,311 villages across Jammu and Kashmir.
