61 percent of CM Dhami’s announcements completed, work on 30 percent going on at a fast pace
Dehradun. In Uttarakhand, 61 percent of the announcements made by Chief Minister Pushkar Singh Dhami after taking charge of the state have been completed. At the same time, work on about 30 percent announcements is going on at various levels. The government hopes that these pending announcements will also be completed soon. This picture regarding the progress of the Chief Minister’s announcements came to light in the review meeting held under the chairmanship of Chief Secretary Anand Bardhan at the Secretariat on Tuesday.
In the review meeting, information about the current status of the Chief Minister’s announcements was taken from officials of various departments. During this time it came to light that a large number of announcements have come on the ground, while the process on the remaining schemes is going on at the departmental level. The Chief Secretary directed the officials that the announcements on which work is going on should be completed on priority and unnecessary delays should be avoided.
The Chief Minister’s announcements include many schemes related to roads, drinking water, education, health, irrigation, tourism, rural development and urban areas. Work on many of these schemes has been completed, while the process of administrative and financial approval is going on for some announcements. In the review meeting, the department-wise situation was discussed and emphasis was laid on taking forward the pending cases soon.
Chief Secretary Anand Bardhan told the officials that the Chief Minister’s announcements are directly linked to the expectations of the public. Therefore, they should not be limited to paper process only. In the schemes which have been approved, the process related to construction and implementation should be expedited. In cases where there are problems like land, budget or technical approval, they should be resolved by coordination between the concerned departments.
It also came to light in the meeting that many of the Chief Minister’s announcements are related to different districts. The role of district administration and departmental officers is important to fulfill these announcements at the local level. The Chief Secretary directed that the ongoing works in the districts should be regularly monitored and their progress reports should be sent to the government from time to time.
Reviews are being conducted at different levels to monitor the progress in fulfilling the announcements made by the government. It was made clear to the officials that the reasons for the announcements for which work is going on slowly should be identified and solutions should be found. Emphasis was also laid on fixing departmental responsibilities for completing the work in a timely manner.
In the review meeting, completion of 61 percent of the announcements was seen as an achievement of the government. Whereas work on 30 percent of the announcements was ongoing, it indicated that most of the schemes were in various stages of implementation. The government is trying to complete the remaining schemes as soon as possible, so that people can get their benefits.
Chief Minister Pushkar Singh Dhami had announced many development works during his visits and programs in different districts of the state. These announcements have included road construction, bridges, schools, health centres, drinking water system, sports facilities and other basic development works based on local needs. At the government level, action was started by sending these announcements to the departments.
Now the review has revealed that most of the announcements have either been completed or work on them is in progress. In the announcements on which work has not yet started, instructions have been given to complete the necessary processes expeditiously. Along with this, the officials were also told that the schemes which are facing practical difficulties due to some reason should be clearly informed about them to the government.
The Chief Secretary told the departmental officers that the progress of the announcements should not be seen only on the basis of percentage but on the basis of its actual situation at the ground level. Asked to pay attention to both quality and timeliness of work. Along with completing the incomplete works soon, instructions were also given to ensure that the construction work is done as per the prescribed standards.
The need for better coordination between various departments was also emphasized in the meeting. In many schemes more than one department plays a role. In such cases, clear instructions were given to ensure that there is no delay at the file level and the concerned departments take necessary action on time.
During the review of the Chief Minister’s announcements, officials were also directed to verify the actual status of the works that have been completed. The projects on which work is going on should be monitored by setting deadlines. This will help in completing the pending announcements soon.
The government’s focus is now on those 30 percent announcements, work on which is going on at different stages. Preparations are being made at the administrative level to increase the speed of these schemes. Apart from this, instructions have also been given to take the remaining announcements forward in the departmental process.
After the review meeting held in the Secretariat, it became clear that the government has increased surveillance on the departments to fulfill the announcements of Chief Minister Pushkar Singh Dhami. The government’s aim is to quickly implement the pending announcements and ensure that the benefits of the development works reach the people of the respective areas.
