34 officers not promoted during DP
Guwahati: Following Chief Minister Himanta Biswa Sarma’s direction, the Department of Personnel will direct the concerned departments to initiate departmental proceedings against 34 ACS and allied cadre officers who got jobs after qualifying CCE-2013. The Department of Personnel will also mark the allegations against each of the 34 officers mentioned in the inquiry report of Justice (retd) Viplav Kumar Sharma and give it to the concerned departments.
According to sources in the Department of Personnel, instructions (official note) were received from the Chief Minister with the names of 34 ACS and allied cadre officers on Thursday. The Personnel Department is finding out which department these 34 officers belong to. The Personnel Department will prepare departmental action against ACS officers only. In the cases of officers of the concerned cadre, the departments concerned will prepare departmental proceedings. For example, if an affiliated cadre officer is from APS (Assam Police Service), then the Home Department itself will take departmental action against him.
According to sources in the Department of Personnel, no officer gets promotion during the period of departmental proceedings against him.
Now, the departments concerned will appoint 34 investigating officers – one investigating officer and one convicting officer. An Inquiry Officer shall initiate an inquiry against a delinquent officer as per the charges mentioned by the Inquiry Commission. The first stage of departmental proceedings is to issue show cause notices to 34 officers by their respective departments.
