Central Government will present 7 new bills in the upcoming winter session of Parliament.
New Delhi: The central government is planning to introduce seven new bills during the upcoming winter session of Parliament, including the establishment of a Central Tribal University in Telangana and providing quota to women in the Jammu and Kashmir and Puducherry assemblies.
The winter session of Parliament is scheduled to begin from December 4.
The government has listed 18 bills, including three proposed criminal justice laws that seek to replace the Indian Penal Code (IPC) 1860, Code of Criminal Procedure (CrPC), 1973 and the Indian Evidence Act, 1872.
The Indian Civil Protection Code 2023, the Indian Judicial Code 2023 and the Indian Evidence Bill 2023, which were introduced in the lower house of Parliament on August 11, were referred to the Standing Committee on Home Affairs in consultation with the Chairman of the Rajya Sabha. Speaker, Lok Sabha and its notice was published in Bulletin-Part II, dated 21st August, 2023.
The government said the committee’s report was presented to the Rajya Sabha Chairman on November 10, 2023, and sent to the Speaker of the Lok Sabha.
According to the bulletin issued by the Lok Sabha Secretariat, the government will introduce the Boiler Bill, 2023, Provisional Collection of Taxes Bill, 2023, Central Goods and Services Tax (Second Amendment) Bill, 2023, Jammu and Kashmir Reorganization Bill, 2023. (Amendment) Bill, 2023, Union Territory Government (Amendment) Bill, 2023, National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2023, Central Universities (Amendment) Bill, 2023, Parliament.
The bill to regulate, among other things, the appointment, conditions of service and term of office of the Chief Election Commissioner and other election commissioners is among the government’s legislative tasks for the upcoming session, which will end on December 22.
The Chief Election Commissioner and other Election Commissioners (Appointment, conditions of service and term of office) Bill, 2023 was introduced in the Rajya Sabha during the monsoon session on August 10.
The Bill also deals with the process of transaction of business by the Election Commission. Further, it proposes that the Election Commissioners will be appointed by the President on the recommendation of a panel consisting of the Prime Minister, the Leader of the Opposition in the Lok Sabha and a Union Cabinet Minister nominated by the Prime Minister. The Prime Minister will chair this panel.
If the bill is implemented, it would overrule the Supreme Court’s March 2023 ruling that election commissioners would be appointed by the President on the advice of a panel consisting of the Prime Minister, the Leader of the Opposition and the Chief of Staff. Judge of India. However, the apex court had said in its judgment that the procedure outlined by it would remain in force until a law is made by Parliament.
Meanwhile, on behalf of the government, Parliamentary Affairs Minister Prahlad Joshi has called an all-party meeting on December 2 before the session.
