Centre approves separate cadre for 3,214 engineering posts in Delhi PWD.

New Delhi: The Central Government has taken a big decision for the engineering officers and employees associated with the Public Works Department (PWD) of Delhi Government. The Center has approved the creation of a separate cadre for 3,214 sanctioned engineering posts of Delhi PWD. This information was given in a statement issued by the Chief Minister’s Office (CMO) on Wednesday.

According to the government, the new cadre will operate as Delhi PWD Engineering Cadre, completely separate and independent from the Central Public Works Department (CPWD) cadre. This approval of the Center is considered important amidst the administrative and cadre related needs that have been arising for a long time regarding the engineering structure of Delhi PWD.

3,214 sanctioned posts will be part of the cadre

After the Centre’s approval, a total of 3,214 sanctioned engineering posts of Delhi PWD will be brought under the ambit of the new independent cadre. With this, a separate administrative system will be created for the engineering posts of the department.

The new cadre will be formed keeping in mind the needs of Delhi and the functioning of PWD. The department carries out important work related to the construction and maintenance of roads, flyovers, government buildings, bridges, hospitals, schools and other public infrastructure projects in the capital.

The government believes that creation of a separate cadre for engineering officers will bring clarity in the departmental work and the responsibilities of the officers and the administrative structure can be operated in a more systematic manner.

The system will be different from CPWD

The Chief Minister’s Office has clarified that the new engineering cadre of Delhi PWD will be different from the Central Public Works Department i.e. CPWD cadre. Now there will be independent cadre system for engineering posts of Delhi PWD.

This will pave the way for the processes related to appointment, promotion, posting and cadre management for engineering officers of Delhi PWD to be conducted under a separate framework. However, the detailed service conditions and administrative procedures of the new cadre will be clarified under the relevant government orders.

The need was felt for a long time

The role of PWD is very important amidst the ever increasing population and increasing pressure on infrastructure in Delhi. The department is also responsible for the construction of roads and public buildings in the capital as well as their maintenance.

In such a situation, the demand for a clear and independent cadre for engineering officers was considered important from the administrative point of view. Having a separate cadre can help in better planning of human resources and managing the availability of engineering officers in the department.

The need for new road projects, bridges, flyovers, government offices and other public works in the capital is continuously increasing. In such a situation, strengthening the engineering cadre can be included in the priorities of the government.

There may be speed in the implementation of projects

Technical expertise and engineering officers play an important role in the work related to Delhi PWD. After becoming an independent cadre, it may become easier to organize the engineering human resources of the department as per the needs of the projects.

With this, better coordination is also expected in the work related to monitoring, technical investigation, quality of construction and maintenance of various projects. However, its actual impact will be clear only after the administrative structure of the new cadre and its implementation.

Emphasis will be on Delhi’s infrastructure

There are already many big challenges before the public works department in Delhi. A technically competent engineering system is necessary to solve problems like increasing traffic on the capital’s roads, maintenance of old bridges and buildings, construction of new infrastructure and waterlogging during rains.

In such a situation, the new cadre is being seen not only as an administrative change, but also as a step taken towards strengthening the infrastructure of Delhi.

Government called the decision important

In the statement issued by the CMO, the Centre’s approval has been described as an important step. According to the government, the independent Delhi PWD engineering cadre will help in making the engineering structure of the department more effective.

Now further necessary administrative procedures will be completed to formally implement the new cadre. Under this, it will be important to implement the rules related to cadre structure, classification of posts and service of officers.

The Centre’s approval paves the way for Delhi PWD’s 3,214 sanctioned engineering posts to come under an independent cadre system.
