Chief Minister Bhupesh Baghel presided over a cabinet meeting held today at his residence office, where following important decisions were made
Raipur. 1 Chhattisgarh Government has made a significant decision to increase the Dearness Allowance (D.A.) for state government employees by 5 per cent. This will impose an annual additional financial burden of Rs one thousand crore on the state government.
2 In another gesture towards government employees, the state government has reduced the eligibility period for full pension from 33 years to 30 years, and the qualifying service period for voluntary retirement has been reduced from 20 years to 17 years.
3 The draft of the Chhattisgarh Appropriation Bill 2023, for the presentation of the First Supplementary demands for the year 2023-2024, has been approved.
4 To fill 3,722 vacancies for teachers and 5,577 vacancies for assistant teachers in the Bastar and Surguja regions, a decision has been made to eliminate the mandatory requirement of subject-wise recruitment in the approved setup, relaxing the recruitment rules.
5 The state government has reduced the market value guideline rates by 30 per cent to facilitate affordable housing for the general public. This reduction, which was effective until March 31, 2023, has been extended until March 31, 2024, following a significant decision.
6 In accordance with the Chief Minister’s announcement to upgrade Gram Panchayats of Sambalpur in Bemetara district, Bhanwarpur in Mahasamund district, and Lal Bahadur Nagar in Rajnandgaon district into Nagar Panchayats, a decision has been taken to provide concessions based on the prescribed population criteria.
7 In the state of Chhattisgarh, a proposal to include the Women Entrepreneurship Policy 2023 was approved while amending the Industrial Policy 2019-24, aiming at empowering women and enhancing their economic status.
8 A decision has been made to provide exemptions in stamp duty, registration fees, and municipal taxes based on the due amount during allocation of government land in urban areas, managing encroached land, and converting leaseholds into land ownership rights.
9 Under the public distribution system in the state, a decision has been made to procure the required quantity of sugar for distribution to ration cardholders under Antyodaya and priority categories from the state’s cooperative sugar mills from April 2023 to March 2024. The purchase price of sugar has been set at 33,000 rupees per ton.
10 Relaxation in the validity period of one year of the selection list for the appointment to the positions of Cartographer and Surveyor in the Department of Mineral Resources.
11 All forest guards appointed after the approved setup in the Forest Department, with effect from 26th March 2003, will receive pay scale of 3050-4590.
12 A decision has been made to provide senior-grade salary scales to junior officers of nearly 18 state administrative service officers in the junior category who joined in the year 2017 batch and are coming in the senior category salary scale to the vacant senior positions as per the previous practice.
13 Additionally, a decision has been taken to give promotion from the Joint Collector senior category salary scale to the Additional Collector higher category salary scale, providing a 6-month relaxation in the 10-year service period, to eligible officers of the 2014 batch, thereby upgrading them to the higher category salary scale.
14 The amendment to the Chhattisgarh State Administrative Service (Classification, Recruitment, and Conditions of Service) Rules, 2023 has been approved.
15 Decisions were made regarding the implementation of the Industrial Training Institute Development Scheme in partnership with Tata Technological Services Limited, concerning the terms and conditions of the Memorandum of Understanding.
16 The Non-Government Higher Secondary School, Chaparwa, Development Block Lormi, administered by Senior Social Worker Shri Prabhudatt Khera, is currently managed by the Forest Teacher Committee. A decision has been made to include the 7 employees who are already working at this school in the approved setup.
17 A government service appointment will be given to a member of the deceased Mr. Sahu’s family was involved in the incident on 8/04/2023, in Gram Biranpur, Tehsil-Saja, Bemetara District.
18 Decisions were made regarding the project implementation processes under the Tripartite Agreement and Project Implementation Plan for the CHIRAAG (Chhattisgarh Inclusive Rural and Accelerated Agriculture Growth) project, funded by the World Bank and IFAD (International Fund for Agricultural Development).
19 A decision has been made to provide an exemption of the prescribed 8 percent for a one-time increment for promotion to the post of Veterinary Assistant Surgeon (Class-II) from the BVSc (Bachelor of Veterinary Science) program passed Assistant Surgeon (Gazetted-II) cadre.
20 The amended Chhattisgarh Private Universities (Establishment and Operation) (Amendment) Bill, 2023 has been approved.
21 An exemption will be provided to applicant Raipur Raj Devangan Kalyan Samaj, Raipur in the specified interest amount for the allocated government land in Gram Raipura, for the construction of the Social Building and Student Hostel by the society.
22 The compensation amount paid for total area of 1012.48 acres of land in Gram Chakarbhata, Bilaspur, for the establishment of a military cantonment by the Ministry of Defence, Government of India, will be returned.
23 The amended guidelines for the implementation of the Rajiv Gandhi Rural Landless Agriculture Laborers NYAY Scheme have been approved.
24 A decision has been made regarding the inclusion of the Fourth Schedule and scrapping of old vehicles in the Chhattisgarh Motor Vehicle Taxation Act, 1991, while implementing the Central Motor Vehicles (24th Amendment) Rules, 2021.
25 The validity period of the merit list for the recruitment of Food Inspectors declared in 2022 has been increased by 6 months.
26 Amendment to the Chhattisgarh State Hydropower Project (Pump Storage-based) Establishment Policy, 2022 has been approved.
27 The state government has also decided to carry over the loan amounts from R.E.C. Limited and P.F.C. Limited, the transmission companies, in order to pay off the outstanding electricity bills of government departments, in compliance with the mandatory requirement of the R.D.S.S. scheme.
28 Amendment to the Chhattisgarh Government Store Purchase Rules, 2002 (as amended in 2022) has been approved.
29) The amendment draft of the Indian Stamp Act, 1999 (Chhattisgarh Amendment) Bill, 2023 has been approved.
