Claim of ₹22,000 crore loss to Jharkhand
Ranchi. Jharkhand’s Finance Minister, Radhakrishna Kishore, has made a significant claim regarding the Central Government’s policies. He stated that Jharkhand is incurring a financial loss of approximately ₹22,000 crore due to various decisions made by the Centre. The Finance Minister noted that these policies are directly impacting the state’s revenue and development schemes.
Radhakrishna Kishore stated that Jharkhand was already facing a loss of around ₹4,000 crore prior to the changes in the GST regime. Additionally, the state is suffering financial losses due to alterations in the structure of MGNREGA, changes in the Centre-State funding ratio, and amendments to mining-related laws.
He remarked that a mineral-rich state like Jharkhand requires adequate resources to meet its economic needs and development plans. However, the Centre’s policies have led to a reduction in the state’s share of revenue, thereby affecting the implementation of various schemes.
Loss of ₹4,000 crore due to GST changes
Regarding the changes in GST slabs, the Finance Minister stated that they have impacted the state’s revenue. He claimed that Jharkhand is incurring a loss of approximately ₹4,000 crore due to the modifications made to the GST system.
He noted that while several provisions were initially made to balance the financial position of states following the implementation of GST, subsequent changes over time have affected state revenues. The Jharkhand government maintains that the reduction in funds received by the state has increased the financial strain on development activities.
Concern expressed over MGNREGA changes
Radhakrishna Kishore also raised questions regarding the Centre’s handling of the MGNREGA scheme. He stated that changes to the scheme’s name and the alteration of the Centre-State funding ratio are causing a loss of approximately ₹4,000 crore to Jharkhand.
He emphasized that MGNREGA is a crucial scheme for providing employment in rural areas, with a large number of people in Jharkhand’s rural regions depending on it. Consequently, any change in the Centre’s financial contribution could directly impact rural employment and development initiatives. The Finance Minister stated that the state government is continuously working to strengthen the rural economy; however, a reduction in assistance from the Centre is hindering efforts to accelerate various schemes.
Claims of Significant Losses Due to Mining Law Amendments
Jharkhand’s Finance Minister also expressed concern regarding the amendments to mining laws. He noted that despite being rich in mineral resources, the state is not reaping the expected economic benefits. He claimed that Jharkhand is incurring a loss of approximately ₹14,000 crore due to these mining law amendments.
He highlighted that Jharkhand is one of the country’s leading mineral-producing states, producing key minerals such as coal and iron ore. Consequently, revenue generated from mining plays a crucial role in the state’s development.
The Finance Minister emphasized that the interests of states should be considered when making decisions related to the mining sector, ensuring that the benefits of mineral wealth reach the local population and contribute to local development.
Appeal for Cooperation from the Centre
Radhakrishna Kishore urged the central government to formulate policies that take the interests of the states into account. He stated that balanced national development is possible only through better coordination between the Centre and the states.
He affirmed the Jharkhand government’s commitment to the welfare and development of the state’s people. To achieve this, he stressed the need for the state to receive financial support commensurate with its resources and for its financial powers to be strengthened.
