MGNREGA Update: Development work continues in Tinsukia despite fund freeze
Digboi: The office of the Chief Executive Officer, Zilla Parishad, Tinsukia, Government of Assam, has issued a clarification regarding the news article titled “Assam: Over 13,000 works stalled under Employment Guarantee Act” published on www.nenow.in on January 22, 2026.
The clarification states that the news report is based on the R8.3.4 DPR Frozen Status Report generated from the MGNREGA Management Information System (MIS). It explains that interpreting the term “frozen” as “stalled” is factually incorrect and has created a misleading perception about the status of MGNREGA works in Tinsukia district.
Under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), a Detailed Project Report (DPR) is prepared before any work is initiated. These DPRs are prepared through SECURE (Software for Estimate Calculation Using Rural Rates for Employment) and, after approval by the competent authority, are frozen in the MIS to prevent any further changes.
The freezing of a DPR signifies final approval and preparation for work commencement and does not indicate that the work has been stalled or stopped. It is also clarified that MGNREGA works are initiated only after the DPR is frozen.
The frozen DPRs appear in the MIS under approved works, ongoing works, physically completed works, and financially completed works, which together constitute the total number of works shown in the R8.3.4 DPR Frozen Status Report.
Accordingly, the figure of over 13,000 works reported as “stalled” in the article actually represents the total number of frozen DPRs of works that have been approved, are ongoing, or have already been completed in Tinsukia district over the past seven to ten years. The Tinsukia District Council has reiterated that all MGNREGA works in the district are being implemented strictly in accordance with the guidelines and provisions laid down by the Government of India and the Government of Assam.
This clarification has been issued to ensure factual accuracy and prevent any misunderstanding among the public.
