Minister Tankram Verma highlighted the achievements of the Revenue Department over the past two years.

Revenue and Higher Education Minister Tank Ram Verma addressed journalists at the Chhattisgarh Samvad auditorium in Nava Raipur and highlighted the achievements of the Revenue Department over the past two years. Under Agristack, georeferencing, farmer registration, and digital crop survey (DCS) have been initiated. A provision of ₹25 crore has been made for the georeferencing of Patwari maps. Geo-referencing of land maps is being carried out, and a land Aadhaar card will be issued for each plot with a UL.PIN number.

The map program was launched (from February 18, 2025) with survey work starting in urban areas for updating land records in three urban bodies of the state: Dhamtari, Jagdalpur, and Ambikapur. Survey-Resurvey Scheme: Survey-resurvey has been initiated in rural areas using modern technologies like DGPS and Rovers. A provision of ₹16 crore has been made for boundary demarcation in villages within urban areas. A new land survey will be started in urban areas on a 1:1500 scale. This will make it possible to record small plots of land on the land maps in urban areas.

The land diversion process is being made online and simplified, and the Auto Diversion process is being initiated. A provision of ₹2 crore has been made for simplifying the land diversion process. The self-mutation process has been started. Measures have been taken to prevent unauthorized gains and inflated compensation claims by subdividing land during land acquisition. As soon as a letter of intent is received for a project, the sale/exchange/partition, etc., of land in the potential area will be restricted, thereby preventing financial loss to the government. The investigation into government lands sold by the previous government is ongoing.

Additional courts of Tehsildars and Naib Tehsildars will be established in Raipur, Bilaspur, and Durg districts for the speedy disposal of revenue cases. For this purpose, provision has been made for the creation of 30 new posts of Tehsildar and 15 new posts of Naib Tehsildar. Sub-Tehsil offices have been started in Chakarbhatha of Mungeli district and Sakarra of Takhatpur development block in Bilaspur district. Approval has been granted for the establishment of a new Tehsil in Nava Raipur. A provision of Rs. 10 crore has been made for the office buildings of the newly formed subdivisions and tehsils. Land records will be linked to civil courts. This will enable the correction of land records through an online process in compliance with the orders passed by the civil courts in land-related cases. The authority to correct errors in revenue records was previously vested only with the Sub-Divisional Officer (Revenue), which has now been delegated to the Tehsildars to facilitate the general public.

The time period for providing services under the Public Service Guarantee Act has been reduced, ensuring that the work of the general public is completed easily and quickly. A ban has been imposed on the sale of land less than 5 decimal to prevent illegal colonies. Under the Chhattisgarh Jan Awas Yojana, plots of land between 2 and 10 acres can be registered with the NOC and sold as smaller plots. Land allotted by the state government to the Housing Board has been handed over to the Housing Board. Roads, gardens, community buildings, and ancillary remaining land in colonies/apartments are to be registered in joint names.

Ownership cards have been distributed to approximately 80,000 beneficiaries. Under the Chhattisgarh Patta Dhriti Adhikar Rules, preparations are underway to provide permanent/temporary leases to landless persons in urban areas. A provision of Rs. 562 crore has been made for the Deendayal Upadhyaya Krishi Kalyan Yojana. Under the Deendayal Upadhyaya Landless Agricultural Laborer Scheme, registered farmers are being given Rs. 10,000 annually. A provision of Rs. 115 crore has been made for computers, printers, etc., in all Tehsil offices of the state. Construction works worth Rs. 100 crore have been sanctioned under the Infrastructure Development and Environment Cess.

Construction works worth Rs. 77 crore have been sanctioned under the State Disaster Mitigation Fund. The 2024-25 budget includes a provision of ₹533.60 crore for the State Disaster Response Fund. A provision of ₹50 crore has been made for the National Disaster Response Fund. ₹133.40 crore has been allocated for the State Disaster Mitigation Fund. ₹3.26 crore has been allocated for direction and administration. ₹58 lakh has been allocated for disaster analysis and planning.

There is a significant shortage of Class III and Class IV employees at the state level and in field offices. Out of 1090 sanctioned posts for Revenue Inspectors in the field staff, 697 are filled and 393 are vacant. Similarly, out of 5792 sanctioned posts for Patwaris (village accountants), 4881 are filled and 911 are vacant. Under the district administration, out of 6752 sanctioned posts for clerical and Class IV employees, 3871 are filled and 2881 are vacant. Residential hostel facilities need to be provided at the Revenue Inspector and Patwari training schools. Due to the deployment of officers as presiding officers, protocol officers, executive magistrates, and in election duties, and due to a shortage of resources, a large number of revenue cases are pending in the revenue courts.
