Naib Tehsildar in police custody, sensational allegation of attempt to rape
Basti: Naib Tehsildar Ghanshyam Shukla, accused of trying to rape a woman PCS officer posted in Sadar Tehsil of Basti district of UP, has been arrested. Basti’s Kotwali police has claimed to have arrested him from the roadways bus stand. However, the accused Naib Tehsildar claims that he himself has surrendered. It is alleged that a day before Diwali, Naib Tehsildar had entered the residence of a female PCS officer in the Tehsil complex at midnight and tried to rape her. The police had declared a reward of Rs 25 thousand on the accused Magistrate Ghanshyam Shukla.
Naib Tehsildar, who was suspended due to this allegation, declared himself innocent after his arrest and said that truth can be troubled but cannot be defeated. I have been hearing this since childhood and now I am seeing the truth getting disturbed. But it should not be allowed to be defeated. The suspended Naib Tehsildar said that there has been a big defamation on my character. Those who defame me will get their answer with time. No matter how long the threads of conspiracy are, they cannot touch the sky of truth.
The accused Naib Tehsildar said, ‘I trust the truth, I trust the rule of Honorable Chief Minister Yogi Adityanath. I have faith in the administration, police, judiciary and most of all I have faith in God. He will never let the truth be defeated, that is why today I am surrendering myself to the law in Kotwali Basti.
This case of attempt to rape a female officer took place on the night of Diwali. It is alleged that Naib Tehsildar Ghanshyam Shukla forcibly entered the official residence of the woman officer and tried to rape her. There were many ups and downs in this case in the last 15 days. As soon as the case was registered, three women officers of the Visakha team conducted the investigation. The role of a third person was also revealed in the investigation.
The pace of police investigation was slow until the report of the Visakha team came. After the police investigation started, the troubles of the accused Naib Tehsildar kept increasing. Six police teams were working day and night to arrest the absconding Naib Tehsildar. Ultimately he was arrested on Monday.
New revelations are being made every day in this high profile case. 15 days after the incident, the police have come to the conclusion that on the night of the incident on 11/12 November, apart from the lady officer and Naib Tehsildar, no third person was present at the incident site. Now the absence of a third person in the police theory has again made the case complicated. For the last few days, the police was making every possible effort to arrest the accused.
Basti SP Gopal Krishna Chaudhary had said on Sunday that in the investigation so far, it has not been found that any person other than Ghanshyam and the victim was present at the spot at the time of the incident. The accused Naib Tehsildar had fabricated the statement of a third person to confuse the truth in his statement to the Visakha Committee. On the basis of other physical and electronic evidence, Ghanshyam’s statement has been found to be false.
At the time of the committee’s report, all the facts could not be revealed, on the basis of which the committee had recommended further action for in-depth investigation on all the points in the discussion. He said that the committee’s report was interim. After finding sufficient evidence of attempted rape and attempted murder against accused Ghanshyam, the police obtained a non-bailable warrant (NBW) from the court and started efforts to arrest him.
Police have so far arrested three people for providing protection to accused Naib Tehsildar Ghanshyam while he was absconding. Which includes Ghanshyam’s sister Usha Upadhyay, resident of Anand Vihar Colony of Shahpur police station area of Gorakhpur district, brother-in-law Vishwam Narayan Dwivedi and father-in-law famous Narayan Dwivedi, resident of Divyanagar Khorabar under Cantt police station. Kotwal Vinay Pathak told that sister Usha Upadhyay has been granted bail. He has not been sent to jail.
On the other hand, former MLA of Rudhauli area of Basti, Sanjay Pratap Jaiswal has sent a letter to CM Yogi Adityanath demanding strict punishment to his counterpart officer Ghanshyam Shukla in the case of attempted misconduct with a woman officer.
It has been said in the letter that strict action should be taken against the officer who tried to kill and rape the female Naib Tehsildar. There are many questions on the Visakha Committee report. For this the public is also raising questions on the government. The image of the government is being tarnished.
