Punjab: Markfed takes a tough stand, refuses to supply ration to Anganwadis

Punjab: A major administrative impasse has arisen in Punjab regarding the government’s ration distribution system and quality standards. Markfed, the state’s prestigious cooperative organization, has categorically refused to supply rations to Anganwadi centers due to quality-related disputes. This decision has posed a serious crisis for the state’s Social Security, Women and Child Development Department, disrupting the continuity of the nutritional diet provided to millions of children and women. Markfed’s tough stance comes amid a long-standing conflict between the department and the organization regarding the quality of the food supplied.
The root of the dispute stems from complaints received periodically from Anganwadi centers and beneficiary families. Some within the department claimed that the quality of products such as gram flour, soybean, and panjiri supplied by Markfed did not meet established standards. Meanwhile, Markfed management has categorically denied these allegations, calling them technical and procedural strife. Markfed maintains that goods are shipped only after rigorous laboratory testing, but the department’s repeated detentions of consignments in the name of sampling and delays in payments are creating an uncomfortable situation for the organization. Markfed, in its defense, stated that it is unable to continue supplies if quality is repeatedly questioned and business terms are violated.
The most direct and tragic impact of this supply disruption is falling on thousands of Anganwadi centers in Punjab. These centers provide supplementary nutrition to children between six months and six years of age, pregnant women, and lactating mothers. Due to Markfed’s withdrawal, ration stocks are on the verge of depletion in many districts. Anganwadi workers have also expressed concern that if alternative arrangements are not made or the dispute with Markfed is not resolved in the next few days, beneficiaries will have to be sent back empty-handed. This situation has posed a major challenge to the state government’s campaign for a malnutrition-free Punjab. Efforts have begun at the administrative level to break this impasse. Meetings are ongoing between senior officials of the relevant department and Markfed managers.
The government is mediating to develop a transparent quality inspection system that both parties agree upon. Discussions are also underway to have ration samples tested by a third-party or independent government lab to avoid future disputes. Furthermore, Markfed’s pending dues and new supply protocols are being considered. Experts believe that such disputes expose the flaws in the internal functioning of the government system. While compromising on quality is a threat to the health of millions of children, halting supply without a viable alternative is also unjustified. Currently, Anganwadi rations are a major source of support for the poor in Punjab’s rural and urban areas, a prolonged dispute could lead to a social crisis. All eyes are now on the state government’s next move: whether it will agree to Markfed’s conditions and restore supplies, or whether it will seek a new tender or agency to distribute rations. For now, the department is working to ensure that innocent children and needy women don’t suffer the consequences of this administrative battle.
