Punjab: Only Rs 22 crore collected out of Rs 171 crore fine

Punjab: A recent report has raised concerns about the fine recovery rate of urban local bodies in Punjab. According to the report, over the past four years, urban local bodies imposed fines totaling ₹171 crore, but only 13 percent of these fines were recovered. This figure raises questions about the efficiency and accountability of the state’s urban administration. Urban local bodies imposed fines on citizens and businesses for various violations and regulations, including illegal construction, parking violations, sanitation violations, and other related violations. However, the recovery rate for these fines remained extremely low. 13% means only approximately ₹22 crore was recovered in four years. Experts say this situation directly impacts the financial health of cities.
A significant portion of urban local bodies’ income comes from such fines, which are spent on development projects, road, drainage, and other infrastructure. This lack of recovery could impact the quality of urban planning. The report also noted that the low recovery rate is primarily due to the complexity of administrative processes and delays in timelines. In many cases, recovery is hampered by the inability to send notices and provide adequate information to citizens regarding payment. Furthermore, pending court cases and appeal processes have also delayed recovery. The state government, responding to this issue, stated that several digital and administrative reforms are being implemented to enhance the recovery capacity of urban local bodies. These include efforts to improve online payment systems, mobile apps, and follow-up processes.
The government aims to significantly improve recovery rates by next year. Some municipal corporation and town council officials say that public awareness and cooperation also play a key role in increasing recovery. If citizens follow the rules, make timely payments, and maintain transparency in administrative processes, recovery rates can improve. Analysts believe that increasing the rate of fine recovery is essential to maintaining the financial health of urban local bodies in Punjab and maintaining urban infrastructure. Digital payment systems and faster follow-up processes can make this possible. Overall, the recovery of only 13 percent of fines over the past four years is a warning to urban administrations. If concrete steps are not taken to improve recovery, cities’ financial health and development projects could be affected. All eyes will be on the actions of the government and urban local bodies in the coming months.
