Rajya Sabha To Discuss ‘Parliamentary Journey Of 75 Years’ On 1st Day Of Special Session

The Central government, on Wednesday, September 13, revealed one of its agendas for the upcoming five-day special session of the Parliament later this month. The session will begin on September 18 and continue till September 22 and several important issues are likely to be discussed in the Parliament.

According to the notification released on September 13, the Rajya Sabha members will hold a discussion on “Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings.” This discussion will take place on September 18, the first day of the special Parliamentary session. Notably, only six special sessions have been held since 1947 and only one on June 30, 2017, saw a bill get introduced in the Parliament.

The process of calling on a Parliamentary session begins with the decision made by the Cabinet Committee on Parliamentary Affairs. The decision is then approved by the President of India. After the President’s approval, the MPs of both, the lower house (Lok Sabha) and the upper house (Rajya Sabha) are summoned.

Article 85 of the Indian constitution says that the Government should mandatorily call on Parliamentary sessions at least twice a year and the time gap between the sessions should not be more than six months. Sources say that issues like One Nation, One Election, Uniform Civil Code and Women’s Reservations Bill could also be discussed in the Parliament during the special session.

Earlier in the day, Union Parliamentary Affairs Minister Pralhad Joshi announced that the Centre has called an all-party meeting on September 17 at 4:30 pm. Sources say that the agenda for the upcoming session is likely to be discussed and finalised in the meeting. More agendas are likely to be revealed by the government in the upcoming days.
