RESOURCE MOBILISATION?

It is clear to all what is going on in the picture. In the old highway “cleared” for traffic coming from Panjim to Margao, motorists suddenly got caught in a traffic jam since traffic and other cops felt like “issuing challans” for supposed traffic violations. It seemed more like resource mobilisation though.

Didn’t the DGP issue an order in July 2022 stating “vehicles should be stopped only if there are visible traffic violations”? Moreover, only DySPs (traffic), SDPOs or inspectors can issue challans as per that order. “The tourists should leave Goa with happy memories. No nakas be deployed on highways unless authorised by SP (traffic).”
