Stricter LPG safety norms for hostels in Odisha; directives issued to adopt PNG connections.

Odisha: The Higher Education Department has issued directives to all Higher Education Institutions (HEIs) in the state, mandating strict monitoring of LPG supplies in hostels and urging the adoption of Piped Natural Gas (PNG) connections wherever feasible. This move aims to ensure student safety and maintain the secure and smooth functioning of hostel facilities.

The directive follows discussions held during the second meeting of the State Crisis Management Group and suggestions made by the Commissioner-cum-Secretary of the Higher Education Department. The department believes that any negligence regarding gas supply in hostels could lead to major accidents; therefore, exercising special vigilance is essential.

In an official letter issued on June 25, Dr. Sujata Subhadarshini Nayak, Joint Secretary to the Government, issued clear instructions to the Regional Directors of Education based in Balasore, Bhubaneswar, Berhampur, Jeypore, and Sambalpur. The letter directs them to ensure the immediate resolution of issues related to LPG supply in the HEIs—particularly in hostels—within their respective regions.

The directive further mandates that all institutions take immediate action in the event of any shortage, disruption, or complaint regarding LPG supply. Regional Directors have been instructed to ensure that all colleges and universities under their jurisdiction report gas supply-related issues in a timely manner.

As a significant measure, the department has also directed the establishment of a dedicated helpline number for LPG-related complaints. This helpline will be widely publicized so that students, hostel management, and staff can promptly report issues and ensure their quick resolution.

The government has also emphasized the need for regular monitoring and swift resolution of all complaints. The directive states that hostel operations and the daily activities of students must not be adversely affected under any circumstances.

Additionally, as a precautionary measure, the department has instructed all HEIs to adopt PNG connections without delay wherever the necessary infrastructure is available. The government considers the PNG system a safer and more stable alternative to LPG, thereby reducing the risk of accidents.

The Education Department has also directed that regular inspections of gas supply systems in hostels be conducted and that safety standards be strictly adhered to. Institutions have been instructed to strengthen their internal monitoring mechanisms for this purpose.

This initiative is viewed as a significant step towards enhancing student safety and improving hostel management. Experts note that since large numbers of students reside in hostels, special attention must be paid to critical matters such as gas supply.

This directive from the state government not only aims to strengthen safety standards but also reflects a policy of adopting modern and safe energy alternatives. It is expected that the implementation of these guidelines will reduce gas-supply-related issues in hostels and ensure a safer environment for students.
