Bandra Bandstand controversy: MMB accuses BBRT of abuse of powers
Mumbai: The controversy surrounding the maintenance of Mumbai’s famous Bandra Bandstand Promenade has now come under serious financial scrutiny. The Maharashtra Maritime Board (MMB) has accused the Bandra Bandstand Residents Trust (BBRT) of misusing its authority in the maintenance and branding of the promenade. The MMB alleges that the BBRT engaged a third party without proper permission, which is against regulations.
The dispute initially arose as a local dog-walking dispute, but has now escalated to concerns about financial transparency and the exercise of authority. The MMB is preparing to launch an investigation into the agreement and financial transactions between the BBRT and the pharmaceutical company USV Pvt Ltd.
The Maritime Authority has asked the BBRT to submit bank statements and audit reports for the past five years. These documents will be used to determine whether any financial transactions occurred in the maintenance, beautification, and branding of the promenade.
MMB Claims: It Has Rights Over Bandra Bandstand
The Maharashtra Maritime Board states that the Bandra Bandstand Promenade is its property and that the contract with BBRT for its management was not extended beyond 2022. According to the MMB, despite this, the BBRT continued its role in the maintenance and promotional activities of the Promenade and involved USV Pvt Ltd.
The MMB alleges that the BBRT was only responsible for local support and maintenance, but expanded this arrangement to include a third party. The Board states that a transparent process is essential for any work related to government or public property.
Questions about the Partnership with USV Pvt Ltd
The BBRT collaborated with USV Pvt Ltd to improve the maintenance and amenities of the Bandra Bandstand Promenade. Under this partnership, the Promenade was cleaned, beautified, and maintained.
However, the MMB maintains that the BBRT had no authority to engage a private company in this manner. The board wants to investigate the terms of the agreement between USV Pvt Ltd and the BBRT and whether it included any financial benefits or payments.
Five-Year Records to Be Investigated
The MMB has directed the BBRT to provide bank records, audit reports, and other relevant documents for the past five years. Reviewing these documents will provide clarity on how the funds received for the promenade’s maintenance were used.
The authority will also investigate whether any rules were violated in the agreement with the private company. If any irregularities are revealed, further action may be taken.
The matter began with a local dispute
The entire dispute began with a dispute between local residents over dog walking. Differences arose between some residents of the Bandra Bandstand area and other citizens on this issue.
However, the matter later escalated into a major dispute over the management, maintenance, and rights of the promenade. After the MMB clarified its position, the entire matter has now been subjected to administrative and financial investigations.
Questions Raised About the Role of the BBRT
The BBRT has long been involved in the maintenance and local amenities of the Bandra Bandstand area. The Trust claims to have worked to maintain the area’s beauty and improve civic amenities.
However, the MMB alleges that necessary permissions were required before engaging a private entity in works related to public property. The Board believes that assigning responsibility to a third party without permission could be considered an abuse of power.
Investigation May Proceed
All eyes are now on the next course of action between the MMB and the BBRT. Only after receiving bank statements and audit reports will it become clear whether any irregularities occurred in financial transactions.
Bandra Bandstand is one of Mumbai’s most popular beaches and attracts a large number of tourists and locals daily. Therefore, maintaining transparency in any activity related to its maintenance and management is considered crucial.
The MMB has initiated the investigation process by requesting documents. Further action will be determined based on the records provided by the BBRT.
