According to the Bhagavata Purana, Lord Vishnu took the form of Vaman to help Devraj Indra regain control over heaven. According to the story, King Bali of the demons had established authority over the three worlds. Then Lord Vaman reached King Bali and asked him for a donation of three steps of land. King Bali accepts it. Then Lord Vaman measured the entire earth, sky and all directions in one step. At the same time, in the second step, he measured the heaven. After this he asked Bali that where should I put my third step now. Then King Bali put his head forward.

Seeing this generosity of King Bali, God became happy and he asked him to ask for a boon. Then King Bali said that you stay with me in my palace and give me the privilege of serving you and bestow good luck. But Mother Lakshmi got disturbed by this promise and she made King Bali her brother and asked him to free Lord Vishnu from the promise. Then Lord Vishnu said that he would sleep in Patal Lok for four months.
During this time, the operation of the universe should continue smoothly, so Lord Narayana entrusted Lord Shiva with the responsibility of running the whole world for these 4 months. Therefore it is believed that during Chaturmas, the world is run by Lord Shiva.
