Jharkhand passes bill for strict punishment on paper leak and copying, BJP-AJSU boycott
Ranchi (IANS). In Jharkhand, the way has been cleared for a new law of strict punishment and fine to stop the paper leak and copying of competitive examinations.
The Jharkhand Assembly passed a bill related to this on Thursday. Most of the proposals brought by the MLAs of other parties, including the BJP, were rejected.
Earlier, the MLAs of Bharatiya Janata Party and AJSU Party raised loud slogans after reaching Vel calling the bill a black law and after that they boycotted the House.
The House passed it with some amendments proposed by the CPI(ML) and Congress legislators being accepted. The name of the bill passed from the House is ‘Jharkhand Competitive Examination (Measures for Prevention of Unfair Means in Recruitment) Bill-2023’.
During the discussion on this bill, CM Hemant Soren said that this law is very important to bring transparency in examinations and to stop malpractices. This bill has not been brought in haste, but after study. Through this, our thinking is to safeguard the future of the youth.
Parliamentary Affairs Minister Alamgir Alam said that this bill is in the interest of the students and youth of the state. The government wants the recruitment examinations to be conducted with transparency and honesty.
The MLAs of the BJP and the AJSU party, who boycotted the House, said that this law would be widely misused. It will prove to be a weapon to destroy the lives of students and innocent people.
BJP MLA Amit Mandal termed it like the Rowlatt Act, a law of the British rule. Amar Kumar Bauri said that it will become a weapon of crime by corrupt officers. Biranchi Narayan and Anant Ojha also called it a black law.
Vinod Singh of the CPI(ML) and Pradeep Yadav of the Congress demanded that the bill be sent to a select committee for reconsideration, but the government did not consider it.
BJP State President Babulal Marandi has said that the party will strongly oppose this law which will destroy the future of the youth.
AJSU party supremo Sudesh Mahato has also said that this black law will be opposed at every level.
Provisions of the Bill passed by the Assembly:-
Leaking papers for competitive exams will be punishable with a minimum of 10 years and a maximum of life imprisonment.
The culprits will be fined from one crore to two crore.
If caught for cheating/malpractice in examinations for the first time, the examinee can be punished for one year and for the second time, if proved to be a similar crime, he can be punished for up to three years. A fine of five to ten lakh rupees will also be imposed on them.
There is also a provision for FIR and arrest in these cases without preliminary investigation.
Paper leaks and those who propagate misleading information about any competitive examinations will also come under the purview of this law.
This law will be applicable in examinations conducted by State Public Service Commission, State Staff Selection Commission, recruitment agencies, corporations and bodies.
