The poor tribes are obliged to do so if they carry out some small tasks belonging to the civil supplies department or even the revenue department, as the Talathi is the first official of any revenue department.
Since Talathi is the first revenue officer of any village, it provides an office in the Panchayat office of the village or nearby. But the situation is different in Cotigao and Gaondongrem villages because, considering their vast area, people live at a distance of 7 to 10 kilometers from the panchayat and most of them have to cover this distance on foot to visit the panchayat.
Villagers including children initially had to cover such huge distances to reach their Panchayat office.
And on registering that the Talathi is not there, you will have to travel to the capital taluka to locate the Talathi in the Mamlatdar’s office. As a result, his entire day was ruined when he returned home and had the good fortune to meet the policemen at the Mamlatdar’s office.
Sarpanch Dhillon Desai of Gaondongrem said that though the Canacona mamlatdar had ordered that Talathi should visit his panchayat twice a week, he comes only once a week.
āIn fact, he does not stay in the panchayat even for an hour in a week and that is why they have installed closed-circuit television cameras to record his arrival and departure from his office in the village,ā he said.
Saying that he had questioned the Mamlatdar about the working style of politicians, Dhillon said he hoped that some action would be taken against the guilty officials.
Laxman Gaonkar of Gaondongrem revealed that most of the people walked to the panchayat and from there took a bus to reach Canacona and locate Talathis. Many times this results in loss of time as they are unable to locate the Talathi and the villagers’ entire day gets wasted while returning home empty handed.
āWe, the villagers, work in our fields every day and we cannot afford to waste time in coming to Canacona to meet an official who is not thereā, he said, revealing the dilemma of the people.
However, Cotigao sarpanch Anandu Desai said his Talathi visited the panchayat twice a week and said there was no case against him.
āHowever, now I call on the government to provide electricity to our village every day for the benefit of our people,ā he said.
However, Ramdas Velip de Cotigao said that he was forced to go to the Mamlatdar’s office in search of Talathi. āThere is no one to help us in the mamlatdarās office and most of the time we have to go to the citizensā attention centre,ā he said, adding that he has to pay to this center for any work, while he himself helps us. Could provide it free of cost to the farmers of his village.
Pointing out the shortage of talathi, Canacona mamlatdar Manoj Korgaonkar said the problem of Cotigao and Gaondongrem would be resolved as soon as possible, as he had received queries on talathi from villagers.

He said that he has requested to reinstate the policemen working in the taluka, who have been working here for more than five years.
